저는 1970년도에 풀브라이트 장학생이 되어 미국에서 유학할 기회를 갖게 되었습니다. 저는 그때를 제 인생에 있어 가장 보람되고 즐거웠던 시간으로 기억합니다. 당시 저는 매우 가난했고, 유학은 꿈꿀 수도 없는 환경이었습니다. 그런데 풀브라이트 장학금 덕분에 미국 유학이라는 꿈이 현실이 됐을뿐 아니라, 제 학문 분야에 새롭게 접할 수 있는 계기를 가질 수 있었습니다.

유학 생활을 하다 보면, 언어의 어려움에서부터 문화 충격에 이르기까지 학업과 생활에 대한 다양한 어려움에 직면하게 됩니다. 저 역시도 예외는 아니었습니다. 그런데 풀브라이트 장학생이었기 때문에, 저는 생각지도 못한 다양한 지원을 받게 되었습니다. 매 학기 한 번씩 풀브라이트 본부에서 담당자가 찾아와, 유학 생활에서 힘든 부분에 대해 자상하게 상담해 주었습니다. 이러한 풀브라이트 유학생에 대한 지원 덕분에 저는 유학 생활을 성공적으로 마칠 수 있었습니다.

학위를 마친 후, 한국에 귀국해 교수 생활을 하던 중 익숙해진 일상에 학문적 권태기를 맞이한 때가 있었습니다. 그때 저는 학자 생활의 터닝 포인트가 필요했고, 다시 한번 풀브라이트에 문을 두드렸습니다. Scholar In Residence (SIR) 이라는 교수를 대상으로 하는 장학 프로그램을 알게 되었고, 지원해 합격하게 되었습니다. 예전엔 학생 신분이었지만, 교수 신분으로 다시 미국에 방문할 기회를 얻었습니다. 이 프로그램은 장학금 수혜자가 1년 동안 미국 대학에서 강의를 하면서 연구도 수행할 수 있게 해주었습니다. 쉽지 않은 도전이었지만, 무사히 1년을 보냈고 귀국 후 학자로서 보다 알차게 생활할 수 있었습니다.

제가 필요할 때마다 풀브라이트는 늘 그에 합당한 기회를 제공해 주었습니다. 진심으로 감사와 경의를 표하는 바입니다. 미국에서는 지금까지도 2차 세계대전 후 풀브라이트 상원이원이 발의해 시작된 풀브라이트 장학금을 매우 높게 평가하고 있습니다. 미국 유학을 꿈꾸는 많은 젊은이들이 풀브라이트 프로그램이라는 기회에 도전해 꿈을 펼치고 양국에 기여할 수 있으면 좋겠습니다.

Ahn Byong Man was born on February 8, 1941. In 1964, he received a B.A. in public administration from Seoul National University, and in 1967 he received an M.A. in law from the same university. From 1975 through 2006, he held faculty positions at Myongji University. After earning a Ph.D. in political science from the University of Florida in 1974, he began a long academic career at Hankuk University of Foreign Studies, serving as president of that university from 1994 to 1998 and again from 2002 to 2006.

On November 25, 1996, he was elected as the fifth president of the Korea Fulbright Alumni Association, a position in which he served until September 1998. He was the recipient of two Fulbright awards, one in 1970 for degree study in public administration, and in 1981 an Asian Scholar in Residence award in political science at the University of Florida.

On August 6, 2008, he became South Korea’s Minister of Education, Science and Technology, a position that he held until mid-2010. He served as president of the Korea-U.S. Education and Culture Foundation and as chair of the Presidential Council for Future and Vision.

Among his many accomplishments as Minister of Education, Science and Technology, one of the most significant was that he presided over the establishment of the Global Korea Scholarship Program. That program represents by far the most ambitious effort by another country to benchmark the Fulbright Program. Its establishment surely owes a great deal to the Fulbright experiences of Minister Ahn and many other Korean Fulbright alumni.
